Madz was born in Manila, the son of Amado Veloira Sr. and Fidela S. Academia. He grew up in Isabela, finishing his grade school at Angadenan Elementary School. He spent his high school at St. Joseph High School in Olangapo City. He eventually found himself in Manila Central University where he finished his dentistry. Hungry for additional training, he took postgraduate training at the Memorial Hospital, Worster, Massachusetts, USA.

Upon returning to the Philippines, he not only practiced his profession but was also a member of the academe. He was faculty member of the MCU College of Dentistry for 15 years, of the CEU College of Dentistry for 10 years, and a former Dean of the Unciano College of Dentistry. His dedication and commitment to the field of Dentistry is seen by the various positions of honors bestowed upon him. He was past president of the following organizations: Philippine Dental Association, International College of Dentists in the Philippines, Olongapo Jaycees, Olongapo Dental Society, Zambales Dental Society, Tarlac Dental Society.

Although busy with his daily activities he still finds time to play golf and read novels. He is married to Maricel, an accountant. He is blessed with 3 children, 2 dentists and an aerospace engineer. His youngest son, Robert, a graduate of the College of Dentistry of MCU, is a licensed DMD of California, USA.
